Solano County Dog Leash Laws

People are simply used to bringing their dogs with them when they go places. Dogs are inherently social animals, and as part of the family, they are often included in all sorts of outings. In addition to tagging along with their humans, dogs also need daily exercise in order to maintain their health.

That means that we as dog owners need to keep our dogs, other animals and of course humans safe from potential risk. The best way to do that is with dog leash and dogs running at large laws. Solano County Dog Leash Law

The Solano County Dog leash law governs the incorporated areas of the county.

Solano County Dog Leash Law Text:

Chapter 4, Section 4-13 Running at large – animals

(a) No owner or person having control of any animal shall suffer or permit the same, under any circumstances, to run at large in any public park or public place, or in any school or upon any school grounds, or in any commercial district as defined by this chapter; and every animal found running at large in violation of the provisions of this section shall be immediately seized and impounded.

(b) No person owning, having an interest in, harboring or having charge, care, control, custody or possession of any animal shall cause or permit such animal to be at large in or upon any public street, road, alley or other public place or in or upon any unenclosed lot or premises, unless such animal is under restraint by leash, lead or chain, or at “heel” beside a competent person or obedient to that persons command, or confined.

Benicia Restraint of Dogs Law

Benicia Restraint of Dogs Law Text:

Title 6, Chapter 6.16, Section 6.16.020 Restraint of dogs.

Except as provided in BMC 6.16.030, no person owning or having charge, care, custody, or control of any dog shall cause or allow, either willfully or through failure to exercise due care or control, to be or run at large in or upon any public place or premises, or in or upon any private place or premises other than those of said owner or keeper except with the consent of the person in charge of said place or premises, unless such dog is securely restrained by a substantial leash, no longer than six feet, and is in charge and control. For the purposes of this section, any dog in or upon any motor vehicle shall be deemed to be on the premises of the operator thereof.

Dixon Dogs Running at Large Law

Dixon Dogs Running at Large Law Text:

Title 7, Chapter 7.02, Section 7.02.010 Dogs running at large.

A. It shall be unlawful for the owner, guardian, or person having control of any dog to allow or permit a dog to be or run at large in or upon any public place or premises, park, or area of recreation unless such dog is securely restrained by a leash. The leash shall be of sufficient strength to restrain the dog and must be held continuously by a competent person capable of controlling the dog. Every dog found running at large in violation of the provisions of this chapter may be immediately seized and impounded by the Animal Control Officer.

B. A dog shall not be considered “at large” if it is:

1. A guide dog, signal dog, or service dog;

2. Assisting or in training to assist a peace officer who is engaged in law enforcement duties;

3. Enrolled in and actually participating in a dog training or obedience class, exhibition or competition conducted by an organization on private or public property with the permission of the owner or operator of the grounds or facility;

4. Within the confines of a city-designated “leash-free” area;

5. Securely confined in a vehicle.

Chapter 3, Section 3.8 Dogs – Running at large prohibited – exceptions.

No person owning or having charge, care, custody or control of any dog shall cause, permit or allow the same to be or to run at large upon any highway, street, lane, alley, court or other public place, excepting a City designated area or dog park, or upon any private property or premises other than those of the person owning or having charge, care, custody or control of such dog, in the incorporated area of the City, unless such dog be restrained by a substantial chain or leash not exceeding six feet in length and is in the care, custody or control of a person capable of controlling such dog, or within an enclosed motor vehicle.

Rio Vista Dogs Running at Large Law

Rio Vista Dogs Running at Large Law Text:

Title 6, Chapter 6.08, § 6.08.010 Dogs running at large.

It is unlawful for any person owning, controlling, or having in his or her care or keeping any dog, whether licensed or unlicensed, to suffer or permit such dog to be at large upon the streets, alleys, or public places or upon any vacant, unoccupied or unenclosed lots, lands or premises within the city unless such dog is on a leash and under the control of a person physically capable of restraining the dog. The provisions of this section shall not apply to a dog while upon its owner’s premises under the direct control and supervision of the owner or some other responsible person and every dog found running at large in violation of the provisions of this section shall be immediately seized and impounded.

Title 6, Chapter 6.05, Section 6.05.036 – Dogs—Running at large prohibited—Exceptions.

No person owning or having charge, care, custody or control of any dog shall cause, permit or allow it to be or to run at large upon any highway, street, lane, alley, court or other public place, or upon any private property or premises other than those of the person owning or having charge, care, custody or control of such dog, in the incorporated area of the city, unless such dog is restrained by a substantial chain or leash not exceeding six feet in length and is in the charge, care, custody or control of a competent person, or within an enclosed motor vehicle.

Vacaville Dogs Running at Large Law

Vacaville Dogs Running at Large Law Text:

Title 6, Chapter 6.04, Section 6.04.080 Dogs – Running at large prohibited – Exceptions.

Subject to compliance with any other federal, state, or local laws, rules, regulations, or ordinances governing such conduct, persons owning or having charge, care, custody, or control of any dog may cause, permit or allow the same to be or to walk or run upon any highway, street, lane, alley, court, or other public place, or to run in a designated off-leash area, where not specifically prohibited in the incorporated area of the City, if such dog is:

A. Restrained by a substantial chain or leash not exceeding six feet in length and is in the charge, care, custody, and physical control of a person capable of restraining such dog; or

B. Within the confines of a designated off-leash area; and

1. Is an anestrus female (female not in heat) or a neutered male; and

2. Is four months of age or older, has been vaccinated for rabies, leptospirosis, and DHPPC (distemper, hepatitis, parainfluenza, parvovirus, coronavirus); and

3. The person having charge, care, custody, or control of the dog:

a. Is capable of restraining such dog; and

b. Maintains verbal control of the dog at all times; and

c. Remains in the off-leash area with the dog at all times the dog is in the off-leash area; and

d. Removes the dog from the off-leash area at the outset of the dog exhibiting any sign of aggression; and

e. Complies with all rules or regulations for the use of such designated off-leash area and all other applicable provisions of this chapter.

The animal control officer shall have the authority to enforce compliance with all rules or regulations for the use of such designated off-leash area and all other applicable provisions of this chapter.

Vallejo Animals Running at Large Law

Vallejo Animals Running at Large Law Text:

Chapter 7.24, Section 7.24.010 – Dogs to be leashed or chained; dogs prohibited; police dogs and unrestricted areas; penalties.

A. No person owning, having an interest in, harboring, or having charge, care, control, custody or possession of any dog shall cause or permit such dog to:

1. Be in or upon any public street, road, alley, park, school ground, or other public place, unless the dog is under restraint by leash or chain of not more than eight feet in total length and continuously held by a competent person able to control the dog or unless the dog is confined within an automobile or other vehicle, or

2. Be in or upon any unenclosed lot or premises, unless the dog is under restraint by leash or chain of not more than eight feet in total length and continuously held by a competent person able to control the dog or securely anchored to prevent the dog from encroaching upon adjacent property or any public street, road, alley or sidewalk.
